L'ouvrage

L'Europe sociale reste un thème mobilisateur, malgré la modestie des réalisations de solidarité à l'échelle européenne depuis le traité de Rome de 1957. Cela ne dépend pas d'une présence de la gauche ou de la droite au pouvoir, mais d'une question de rivalité entre des "modèles nationaux" construits depuis la fin du XIXe siècle sur une base nationale. Cette diversité est malheureusement minorée, autant par les politiques que par les économistes, et l'Europe sociale ne pourra s'approfondir qu'au prix de la création d'une véritable politique culturelle communautaire appuyée sur un réel échange culturel entre citoyens européens.

Brief presentation

Jean-Claude Barbier is a sociologist, director of research at the CNRS. Member of the Economics Centre of the Pantheon-Sorbonne University (CES, Matisse team), he has been taking part in international research projects in the domains of social protection and the labour market for many years. He has become a specialist in the methods and the epistemology of international comparison, especially from the linguistic point of view. For the last twenty years, he has been working on the construction of a European social model by carrying out field surveys and interviews all over the European Union.

‘Social Europe’, like European integration, has now been with us for half a century. On the positive side, the results are incontestable. Yet, it is difficult to give real substance to the notion of a European social model. Much as we aspire to the development of that solidarity, we must be realistic: we may have accomplished, in the national context and since the end of the 19th century, the gradual construction of a system of social protection, but the mechanism cannot be transferred, purely and simply, to community scale for one simple reason: solidarity requires the identification of the men and women who participate in the pact it requires the use of a language and a democratic political system, in short, an appropriate political culture.
But there is no such European political culture and the social model will remain in the national context for many years to come, whatever scenarios we imagine. For that European political culture to be gradually constructed, we must pave the way. One essential factor is missing today: cultural exchange must become widespread, and the acquisition of foreign languages must no longer be confined to the elite. It will not suffice to rely on the European Central Bank and the European Court of Justice, who, until now, have focused their attention on the supreme juridical values of the Union: a stable currency and budget surveillance, the freedom of circulation of goods, capital and persons. An authentic cultural policy at community level is a pre-requisite to European solidarity.
